Reduce the Rabri Base
Pour the full-fat milk into a wide, heavy-bottomed pan and bring it to a slow boil. Lower the flame and let it simmer, scraping the thick cream that forms along the sides and stirring it back into the milk. As it reduces, the mixture becomes denser and slightly nutty in aroma. Once it reaches a thick, spoon-coating stage, add sugar, cardamom powder, and saffron. Stir for a few final minutes so the flavours settle evenly, then fold in the chopped pistachios and let it cool to a warm temperature.
