Prepare the Cookie Dough
In a spacious bowl, combine the flour, baking soda, and salt, whisking them together thoroughly.
Combine Wet Ingredients
Cream together the butter and sugar for at least 3 minutes until pale and fluffy. Then add the egg, vanilla, and water. Beat until fluffy, scraping down the bowl as needed.
Shape and freeze the Cookies
Mix in the flour mixture until just combined, then fold in the chocolate and black garlic. Scoop the dough into large (1/4 cup) balls onto a parchment- lined sheet. Freeze the dough while preheating the oven to 350°F (you can also freeze them fully for baking later).
Bake and Serve
Bake the cookies for about 16 minutes until they turn golden brown on the edges. Allow them to cool for a few minutes before transferring them to a wire rack to cool completely.
