Start by adding water, sesame seeds, cardamom powder, and jaggery to a pan. Stir this mixture.
Add whole wheat flour and rice flour to this jaggery mix and stir on low heat. This dough will become thick and sticky. Add ghee on top of this dough.
Pat the dough and make small round circles. Heat the ghee in a frying pan, and add the small circles. Fry till the anarselu is golden brown.
