Add the 1 liter of milk to a pan. Add vinegar and make fresh chhena.

Add Gur
Add the chhena to a nonstick pan. Melt the jaggery and add it to this chhena. Stir constantly for 2 minutes.

Add the milk powder and the rice flour to the chhena and gur mixture.
Stir the chhena mixture on low heat till it comes together and becomes a dough.

Make the Talsan and Serve
Grease your palm with ghee and take some chhena mixture and make a small ball. Next, add a couple of raisins to the inner part of the mould. Place the small ball between the two moulds and make a small hole with your finger. Pour ½ teaspoon of liquid jaggery inside this hole and then seal the bottom with some chhena mixture.
